Why a legal account fails at the state line
Updated We read the operator paperwork
A verified account, a funded balance, a game that loaded yesterday, and today the site refuses the wager. In the regulated states this is almost never an account problem. Online wagering is permitted on the condition that the player is physically inside the state at the moment the bet is placed, the operator has to prove that condition continuously, and the machinery that proves it is the part that fails.

The condition is statutory, not a site policy
New Jersey’s internet gambling law states the requirement directly: no software, computer or other gaming equipment shall be used to conduct internet wagering unless it is able to verify that a player placing a wager is physically present in the state at the time that the wager is placed.
The administrative rules then say when the check happens. Summaries of the current chapter describe a requirement that the system detect the physical location of a patron upon logging into the gaming system and as frequently as specified in the operator’s approved submission — so the interval is not a single published number but a term of each operator’s approval. An earlier proposed version of the rules described re-verification every hour, and also what happens on failure: if the system finds the player outside the authorised area, it disables the account for wagering until the player returns.
Why the server decides, and why that matters
A 2019 enforcement action makes the architecture concrete. In a case reported around a fine involving an online operator in New Jersey, a patron inspected the browser code and altered data so that it falsely reported a New Jersey location. The regulator’s finding was about the operator’s design: it had not ensured that the server made the final decision about location.
That is why the location check cannot be a question your device answers. The client collects signals; the operator’s system decides, and a decision that can be influenced from the browser is a compliance failure rather than a clever workaround.
The border buffer
Near a state line, location is uncertain by a measurable margin — cellular positioning in particular has an error radius. Regulators required operators to maintain a buffer inside the border so that a player a short distance on the wrong side could not play, which inevitably also blocked some players legitimately on the right side. Reporting on later changes describes regulators increasing flexibility in how a player’s location near the border is determined.
So two players in the same coffee shop can get different answers if one is on wifi with a precise fix and the other is on a cellular signal whose error circle crosses the line. Both are inside the state. Only one can be shown to be.
What to check, in order, when a wager is refused
- Location services. The app or the browser plugin needs permission to read location, and on desktop the dedicated geolocation plugin has to be installed and running. A system update that reset permissions is the single most common cause.
- Network. Switch between wifi and cellular. If one works and the other does not, the problem was positioning quality, not legality.
- Interfering software. VPN clients, privacy browsers, proxy extensions and some corporate network tools all produce the same refusal. Disable rather than reconfigure.
- Bluetooth and wifi scanning. Some systems use nearby wifi networks and Bluetooth beacons to improve the fix; switches turned off for battery life degrade it.
- Distance from the line. If you are within a few miles of a border, move inland before concluding anything else is wrong.
What geolocation does not do
It does not extend your account to another state. The compact that merges poker tables across states merges the tables, not the licence under which you play — you remain a player of your own state’s licensed site, and the check is run on your position each time. That is covered in what shared liquidity merges.
It also does not interact with self-exclusion, which is a list rather than a location. The two systems answer different questions and neither substitutes for the other; see self-exclusion is not one list.
Reading your own position before a trip
The useful habit is to check the state of play before travelling rather than at the table: which states hold the licence for your site, which products are live there, and what happens to open balances when you cannot log in to wager. The per-state picture is kept here:
- State index — all states, with what is live in each.
- New Jersey, Pennsylvania, Michigan, West Virginia — the larger online markets.
The room list covers which brands hold which licences.
